Speech on the launching ceremony of Climate Change and Climate Communication "Enter Communities, Enter Campuses, Enter Countryside, Enter En

Dear everyone,

Good morning!

I feel very honored that you all come to today's "Four Enter" Action launching ceremony.

Present at today's launching ceremony are leaders and experts from the government, universities, research institutes and NGOs, as well as American and British experts in the field of climate communication, whereas the main body are faculty members and students from RUC Journalism School, Environmental Studies School, Agricultural & Rural Development School and the Public Management School. Here, on behalf of the hosting bodies——RUC Journalism and Social Development Research Center and our cooperative partner Hong Kong Oxfam, as well as RUC Journalism School, please allow me to express our warmest welcome for everyone of you! And please allow me to express our deep appreciation for individuals and organizations supporting this event and caring climate change and climate communication!

There are two meetings and two activities this morning, the first one is the founding conference of the China Climate Communication Project Central Advisory Committee, and the second is the launching ceremony of the Climate Change "Four Enters" Action.

The former event signifies that our climate communication research becomes organizational, professional and standardized, whereas the latter one signifies that our climate communication research shifts from focusing on international stage and following UN climate negotiation towards emphasizing both international and domestic arenas, shifting the focus towards the domestic society and public. Late last year, when I was interviewed by People.com.cn, I proposed that "China's Climate Communication Research needs to go to the world, root in the folk society", and this goal is now being realized.

China Climate Communication Project is jointly designed and implemented by RUC Journalism and Social Development Research Center together with Oxfam, an international poverty relief and humanitarian assistance organization. This is the first project specializing in climate change and climate communication theories and practices in China.

Since late 2009, we have followed the Cobenhagen, Cancun and Durban Climate Conferences, and carried out three serial research projects: "The Role and Influence of Government, Media and NGOs in the Post-Copenhagen Era", "Leading to Cancun——Climate Communication Serial Actions", and "Going to South Africa——Climate Communication Strategy Research" . Through investigation and interviewing, seminars, workshops, lateral meetings, forums and training classes, these serial conferences provided strategic advices and theoretical support for more effective conduction of climate communication in international climate negotiation by the government, media and NGOs.

The "Climate•Communication•Interaction•Mutual Benefit——The Role and Influence of Government, Media and NGOs in the Post-Copenhagen Era" Seminar held by the project center in 2010 May is the first high-level climate communication forum held in China. Over 70 officials, experts and scholars from the government, research institutes, news agencies and NGOs attended this event, and Mr. Su Wei, Director of The Bureau of Climate Change Reaction in the National Development and Reform Committee, representing The Chinese Delegation Director Xie Zhenhua, attended this conference and delivered an important speech. Attendants had deep and thorough discussion concerning the role, influence, strategies and methods of governments, media and NGOs in climate communication, as well as how to reinforce interaction and cooperation and how to achieve Win-Win outcome. This seminar had produced profound influence and provided solid basis for further deepening and progress of this project later on.

It was in this conference that we proposed the concept of "Climate Communication", formed basic understanding of the content, function and effect of climate communication, and found the core concepts for dialogue with international researchers in this field.

On December 5th 2010, In Cancun Mexico, the location of UN Climate Conference, the Project Center held an Climate Communication side event with the title "The Climate Communication Strategies of the Basic Four Countries and Mexico", which was the first time a Chinese university or institute host such event in the international climate negotiation stage, which was also the beginning of China's climate communication research going to the world.

On September 25th 2011, with its goal being discussing national climate communication strategy and win-win strategy for government, media and NGO three party collaboration, "Going to South Africa——Climate Communication Strategy Research Seminar" was held in Beijing, during which the climate communication project supervisor Professor Anthony of Yale University made an academic report and discussed the issue of carrying out collaborative research with Project Center, which signifies the start of the international cooperation process of China's Climate Communication Research. In this conference, participant overseas and domestic experts conducted discussion on the "internalized" transformation issue of the project, and set up new objectives and direction for the further expansion and deepening of China's climate communication research.

On December 2nd 2011, the "Climate Communication International Forum" organized by the Project Center was held in Durban South Africa. Deputy Director of the Chinese delegation and Chief Climate Negation Representative Mr. Su Wei attended this event and gave a speech. Representatives from international organizations including United Nations, American Climate and Energy Plan Center, Global Climate Action Network, Earth News Network and Oxfam,  discussed the positive function of climate communication in promoting international negotiation and global joint reaction to climate change, which was also the second side event held by the Chinese Climate Communication Project Center after the Cancun side event。This side event received good media feedback. During this forum, the Project Center also held the launching ceremony of the book 《Climate Communication Theories and Practice——Climate Communication Strategy Study》(Chinese and English bilingual version). This book is the first book specialized on climate communication theories and practices in China, and its research perspective and method received positive comment from participants.

\This April, major members of the Project Center visited Yale University, negotiated with Yale Climate Communication Project Team on collaboration issues, and achieved cooperation consensus, which initiated the cooperation procedure; After that we were invited to attend "EU-China Green World Cooperative Partnership Seminar" hosted by European Institute, on which we introduced our climate communication project and received attention from attendants. This opened up collaboration with European countries in this field.

\After over two years' effort, the research direction of our project center is continually clarified and our research content deepening; the pool of our cooperation partners is also expanding, and our influence is also increasing both domestically and globally, which made positive contribution to reinforcing international cooperation in this field by China and elevating its international influence.

\Today, the foundation of the Project Center Advisory Committee will lead the Project Center to go further ahead. We sincerely wish each advisor to provide counseling and advises on the academic orientation, research content and international communication of the Project Center, to evaluate and judge research outcomes of the Project Center, and to provide precious feedbacks and advices on any problem that may exist in the development process of the Project Center.

\The fact that during the process of our establishment and development our Project Center are producing certain influence both domestically and internationally, is indispensable to the great support and help for us by every adviser sitting here today, especially the three Directors of the Advisory Committee, Director Zhao Qizheng, Director Xie Zhenhua, and Chancellor Chen Yulu,whose care, attending and help made us feel even more encouraged.

\Besides, I need also to express special appreciation for Mr. Su Wei for his support and help for our project. Mr. Su have attended our meetings and gave speeches for multiple times, provided precious advices on scientific positioning and continual expansion of our project, and had provided important help for enhancing international communication and elevating international influence for our project.

Here, I would love to express special appreciation for a member of the Advisory Committee, Professor Anthony Leiserowitz from Yale University of America. Although we are from different countries of different conditions and different climate change policies, but we are peers and friends in the field of climate communication research, we learn from each other, be complementary to each other, and had great cooperation which enabled our climate communication research to coordinate in the scope of the globe, and thus formed the first international academic community in this field of climate communication.

It was Professor Anthony's experience in the investigation of American Public's climate communication attitude and recognition status that lead us to shift the focus of our climate communication research to society and the public.

In this aspect this year we have two plans: the first one is to launch an "Climate Change and Climate Communication Enter Communities, Enter Campuses, Enter Countryside, Enter Enterprises" Action, which will enable more people in the public to have knowledge on climate change and climate communication and to consciously dedicate themselves to reacting and adapting to climate change.

The second one is to conduct a nationwide 《Survey on Chinese Public Climate Change and Climate Communication Recognition Status》, through which basic understanding and attitude of the public in China could be fathomed and thus provide data support for further actions on adopting effective communication strategies to promote public awareness on climate change and promoting more active public participation in climate change reacting actions.

In conclusion, we hope this series of activities can further disseminate the idea of cooperative reaction to climate change, can strengthen the understanding on climate change and climate communication of the entire society, and can catalyze better dedication into the actions of reacting and adapting to climate change by the public, and thus can make our due contribution to global reaction to climate change and realization of sustainable development.

Reacting to climate change issues is in its nature a social movement, whose fundament lies in making the public aware the urgency and significance of climate change, to practice low-carbon green life style, and to assume more social responsibility from the energy saving and emission reduction perspective.

For the location of today's "Four Enters" action launching ceremony we chose Renmin University, because we hope by selecting the campus as the starting point of this activity, every student attending this conference today will learn about climate change, participate in climate communication, and become the first batch of practitioners of personal dedication to reacting to climate change. I hope everyone can understand the significance of realizing and understanding the climate change issue, protect the earth that we mankind relies upon, protect the homeland we live in, and take substantial actions, starting from me, from now, from details around us, to devote our own effort to reacting to climate change and constructing a green homeland.

In the following, our "Four Enter" activity will enter communities, the countryside and enterprises, thus it will promote the care and participation of the whole society.

We hope these activities will be able to continue to gain your care and support as ever before.
